The Royal Oak Planning Commission approved a site plan for a three-story Citizens Bank building on Woodward Avenue and attached accessory parking, while identifying outstanding parking and right-of-way items that will require separate approvals.
Joseph Murphy, director of planning, said the proposed building would be 36 feet to the roof line, present substantial storefront glazing on the ground floor, and refurbish an accessory parking lot that will include a new six-foot masonry screening wall, landscaping, and lighting. Staff noted the design provides 56 parking spaces while the ordinance requires 65; the petitioner will need to seek relief from the zoning board of appeals for the off-street parking requirement and obtain any necessary permits from the Michigan Department of Transportation for work in the MDOT right-of-way.
Jim Schneider of Schneider Smith Architects, joined by Dan Fisher of Citizens Bank and Tom Beauchamp (construction), said the bank intends to occupy the building, consolidate operations, and that the design consolidates the public entry into one lobby for security. Representatives said they would approach MDOT about on-street/right-of-way parking and that they believe the on-site count, plus right-of-way improvements, will accommodate the project.
Commissioners asked about driveway setbacks, lighting shielding, generator fuel (answered as natural gas), and a masonry wall adjacent to the alley. After clarifying contingencies and striking a waiver phrase regarding a 25‑foot setback between a driveway and an alley intersection from the motion, the commission voted to approve the site plan with contingencies. The applicant will pursue ZBA variances and MDOT permits as needed.
