Commissioners choose Kawasaki Mule over lower-cost CFMOTO for parks utility vehicle

The Harvey County Board of Commissioners on Sept. 30 approved the parks department’s purchase of a 2026 Kawasaki Mule FX HD from Dan’s Cycle for $18,495.75, after staff presented bid comparisons and discussed trade-in value, local dealership support and warranty considerations.
Parks Director Cass told commissioners two of three vendors initially failed to submit complete bid sheets; after follow-up Cass tabulated final bids showing the CF Moto UForce 1000 as the lowest bid—roughly $6,200 less than the Kawasaki. Cass described concerns about CFMOTO’s resale value, shorter standard warranty (one year), and the brand’s quicker market emergence. She proposed, if the board chose the CFMOTO, purchasing a $3,200 five-year unlimited-hours extended warranty; even with that warranty the CFMOTO bid would still be about $3,000 cheaper than the Kawasaki.
Commissioners noted the advantage of standardization (keeping the Mule platform), local dealer support from Dan’s Cycle (a Harvey County business), and expected trade-in value from an older 2007 Mule owned by the county. Several commissioners said they preferred reliability and local support over the lower upfront price and moved to accept Dan’s Cycle’s Kawasaki bid.
A motion to accept the Kawasaki Mule bid for $18,495.75 and authorize the purchase was made and the motion carried by voice vote.
Parks staff will complete the purchase requisition and coordinate administration signature and trade-in processing.
