Harvey County OKs purchase of two sheriff patrol vehicles after insurance payout

The Harvey County Board of Commissioners on Sept. 30 approved the sheriff’s request to buy two replacement patrol vehicles, using the county’s equipment reserve fund and recognizing an insurance payout for one totaled unit.
County staff said one patrol vehicle was declared a total loss after a crash and insurance paid $22,311 toward that loss. The sheriff’s office reported the reserve vehicle being replaced is a 2020 Ford Explorer with roughly 98,000 miles; staff proposed rotating an administrative truck (about 68,000 miles) into the reserve role and buying a new marked unit to replace the admin truck.
Officials said the two replacement vehicles are available from Superior Emergency Response Vehicles. The board was told the gross purchase price for the pair is $99,499.87 and that, after applying the insurance payout, the county’s expected net cost would be $77,188.50. Staff advised using the equipment reserve fund—built from prior under-budgeted car replacements and vehicle sales, including proceeds from PurpleWave auctions—so the purchase would not require additional tax dollars.
During discussion commissioners asked whether the reserve fund had sufficient balance; county staff stated it could cover multiple vehicles and that proceeds from future vehicle sales would likely replenish much of the expense. Commissioners also discussed common issues with certain 2020-model Durango units and noted warranty coverage for recall-related work.
A motion to approve the purchase, waive the purchasing policy, and authorize staff to sign purchase documents carried; the board recorded the motion as passed.
