Royal Oak staff presented the annual review of on-premise liquor licenses and enforcement data for 2024 and recommended no city objection to the licenses’ renewals.
Lou Tarno summarized the report and attached six years of call-for-service statistics. The Royal Oak Police Department conducted underage decoy operations at on-premise establishments; Tarno said the police identified 19 establishments with violations in 2024 and that 18 of those violations resulted from the decoy operations.
Tarno said the building department found no issues and the fire inspector was working with one location (Royal Oak Taphouse) to remedy minor items. He reported that all renewal fees had been paid to the city clerk’s office, and after review the police department did not object to any renewals for 2025–26; no formal motion was required.
Next steps: Licenses will renew in the normal course with the Michigan Liquor Control Commission unless the commission chooses to opt out for a specific establishment following a separate motion.
