Commission approves special assessment for 2024 sidewalk program

Royal Oak city commissioners voted Feb. 24 to adopt Standard Resolution 5 to place special assessments for the completed 2024 sidewalk improvement program.
City Engineer Donahue told the commission the program’s target area ran between 12 Mile and 13 Mile west of Main Street to the city limits and that ‘‘there was a little over 4,600 total properties within the target area, of those 649 had some work done’’ and would receive invoices. He said properties could opt for a six-year payment plan at a 6% interest rate.
Donahue said staff had notified affected property owners and that the city assessor had determined the special-assessment district referenced as role 2419-2402. Commissioners held a brief question-and-answer exchange about administrative corrections to bills and the city’s policy on grinding sidewalks; Donahue said grinding is allowed up to 1 inch but is not performed as part of the city program.
The commission took a roll-call vote to adopt the resolution; all members present voted in favor.
The action places one-time bills or an available payment plan on the properties that received work. Staff said a small number of property owners had already requested payment plans and that administrative corrections would be handled with the treasurer before bills are mailed.
Next steps: the resolution takes effect according to the city’s standard assessment procedures and affected property owners will receive billing information and options from the treasurer’s office.
