Oklahoma Supreme Court Accepts Cassie Nicole McCoy's Resignation From Bar, Imposes Reinstatement Conditions

The Oklahoma Supreme Court approved the Oklahoma Bar Association's application to accept Cassie Nicole McCoy's resignation pending disciplinary proceedings, ordered her name stricken from the roll effective Sept. 29, 2025, and barred her from applying for reinstatement until Sept. 29, 2030, subject to conditions including reimbursement to the client security fund.
The Supreme Court of the State of Oklahoma on Sept. 29, 2025, approved the Oklahoma Bar Association's application to accept the resignation of Cassie Nicole McCoy from the Oklahoma Bar and ordered conditions for any future reinstatement.
In its opinion the court stated that "the resignation pending disciplinary proceedings complies with all the requirements set forth in Rule 8.1 RGDP and accepts the resignation." The court set the effective date of the resignation as Sept. 29, 2025, and ordered that McCoy's name be stricken from the roll of attorneys.
The court further ordered that McCoy "make no application for reinstatement to membership in the Oklahoma Bar Association before 09/29/2030." The opinion explained that, as a condition of any future reinstatement, McCoy must comply with Rule 9.1 of the RGDP by returning client files and refunding unearned fees, and must reimburse the client security fund for any monies expended because of her malfeasance or nonfeasance.
The opinion summarizes respondent's acknowledgments in an affidavit filed with the court: she executed the resignation affidavit on June 24, 2025, filed it in the court on July 16, 2025, and attested she tendered the resignation freely and voluntarily. The record in the opinion also notes McCoy's prior disciplinary history, including a two-year suspension imposed June 20, 2023, and later suspension for nonpayment of 2025 membership dues, as well as criminal matters referenced by the court (State v. Cassie Nicole McCoy, CM2021235; CF2024121; CM202473).
The court's opinion records that the respondent acknowledged the conduct alleged in the disciplinary proceedings could constitute violations of the Oklahoma Rules of Professional Conduct, including rules 8.4(b) and 8.4(c), and that approval or disapproval of the resignation is within the court's discretion under the rules governing disciplinary procedure. The respondent also agreed that the client security fund might receive claims from former clients and consented to reimburse the fund for principal amounts and statutory interest prior to applying for reinstatement.
The order directs McCoy to surrender her Oklahoma Bar membership card to the office of general counsel or destroy it, to cooperate with the office of the general counsel to identify any active client cases where documents need to be returned or forwarded to new counsel, and to refund any fees or pay any refunds owed. The court entered the order in conference on Sept. 29, 2025.
The Oklahoma Bar Association filed the application seeking court approval of the resignation while disciplinary proceedings were pending; the court granted that application and imposed the conditions noted above.
