Troyer Group selected to lead final design for village open-space and Leslie Castle park improvements

Trustees approved contracting with Troyer Group to provide final design, engineering coordination, bidding assistance and construction administration for the village open-space improvements, a project staff described as the next phase in implementing the village concept plan.

Staff said eight firms responded to the RFQ and a review committee of staff and elected officials shortlisted four for interviews. The committee evaluated qualifications, follow-up responses and collaborators; Troyer Group was recommended because of its local connections and the lowest initial design fee. Staff said Troyer’s overall post-design fee proposal was within standard ranges and that the firm proposed an 8% fee for subsequent construction-phase services.

Several trustees and participants raised concerns about honoring prior donor intent and avoiding a wholesale "start from scratch" redesign. One trustee urged staff to include donors in early design reviews so the final plan retains features donors value. Staff responded that the consultant selection process emphasized firms' ability to collaborate with donors and local stakeholders.

Mike (parks committee member) and other trustees emphasized design context and connectivity — including riverfront access, a safe crossing under the bridge, and materials that tie into future streetscape work — to make the site a district-wide ‘‘placemaking’’ asset rather than a standalone project.

A trustee moved to approve Troyer Group as the professional services provider for final design and related engineering and construction administration; the motion was seconded and approved by voice vote. Staff indicated they will proceed with contract finalization and coordinate donor engagement and community input during design.
