Cascade DDA to issue RFQ for Tassel Park and Tuffy site, aims to name designer by mid-July

Cascade Charter Township’s Downtown Development Authority voted on May 20 to seek qualified design firms to complete final plans for Tassel Park, an adjacent medical-office parcel and the Tuffy site, a package that totals roughly four acres.
Jane, who led the presentation to the DDA, said the board chose a request-for-qualifications process to prioritize firms’ technical expertise over a price-based award. "We're not gonna go out for a request for proposal... Request for qualifications lets us receive bids from vendors, consultants that will provide architectural design, engineering, and then the overall management of the project," she said.
Under the schedule Jane outlined, the RFQ will be published the week after the meeting, a formal question/clarification period will close in early June, submissions are due June 16, and interviews are planned the week of June 23. The DDA hopes to bring a recommended contract to its July meeting and to finalize an award by mid-July.
The RFQ will require firms to submit a fee schedule, firm profile, project-team résumés and examples of community messaging and technology integration. Jane said proposers must provide at least five examples of public park or riverfront design experience and five examples of public roadway and streetscape work, including traffic-calming and on-street parking elements.
Board members discussed how the OHM concept presentation from April will tie to the township’s form-based code now under development. Jane said the form-based code will govern building scale, setbacks and façade treatments so private redevelopment will complement public-space improvements. She also listed staff expected to participate in vetting finalists: herself, Supervisor Trevor Corson, Planning Director Andrea and engineer Eric Thorn.
The DDA emphasized that the RFQ is for selecting a qualified design team, not for submission of final designs. The immediate focus is Tassel Park, the doctor’s-office site and the Tuffy parcel; future phases or additional village-area work will be considered after design, cost estimates and financing are clearer.
Next steps: the DDA will publish the RFQ, accept questions and proposals on the timetable above, then interview finalists and return a contract recommendation to the board at its July meeting.
