Subcommittee approves three retroactive federal grant application requests

Tom Riel, director of operations for HECC, said HECC had submitted a 10‑day letter and the application was not awarded this cycle; LFO and DAS recommended approval. A subcommittee member moved to approve the LFO recommendation; the motion passed by voice vote and the co‑chair assigned themselves as carrier.
Item 4: HECC requested retroactive approval to apply for an $8,000,000 U.S. Department of Labor grant to support employer‑led training across healthcare, technology, construction and manufacturing sectors. LFO and DAS recommended approval; the motion to approve passed by voice vote.
Item 5: The Oregon Health Authority requested retroactive permission to accept supplemental funding from SAMHSA through the Community Mental Health Services Block Grant in the amount of $302,198 for a one‑year capacity‑building project focusing on homelessness collaboration. Samantha Byers (OHA adult behavioral health director) described plans to use funds for a limited‑duration position to coordinate MOUs, policies and collaboration; LFO and DAS recommended approval and the motion was approved by voice vote.
Votes and procedure: All three items were advanced by voice vote with no objections recorded during the hearing; the committee co‑chair indicated he would carry the items to the full Ways and Means Committee.
