House committee adopts interim rules, welcomes new member

The House Interim Committee on Labor and Workforce Development adopted its interim committee rules dated 09/30/2025 following a motion by Vice Chair Munoz and a roll-call vote. Committee leadership announced the rules were adopted after representatives present voted in the affirmative and two members were excused.
Chair Chuck Graber opened the organizational meeting at 11:35 a.m. and said the gathering would cover rule adoption, introduce a new member, and note a change in the committee’s name from “Labor and Workforce Standards” to “Labor and Workforce Development.” Vice Chair Munoz moved to adopt the proposed interim rules; the clerk conducted a roll call and the Chair declared the motion approved.
During roll call, Representatives Prangala, Nelson and the newly seated Dr. Ricky Smith voted "Aye," as did Vice Chair Elmer, Vice Chair Munoz and Chair Graber. Representative Bossard Davis and Representative Shore were marked excused. The Chair announced the rules were adopted and said they follow the committee's standard interim rules.
Chair Graber also introduced Dr. Ricky Smith, who expressed gratitude for the appointment and said he was "thrilled" to work on issues related to workforce quality, safety and health in Oregon. The Chair noted that the committee’s rebrand to 'Labor and Workforce Development' followed conversations with House leadership and was intended to reflect the committee’s broader scope.
The committee closed the organizational portion and moved on to informational briefings.
