District leaders outlined a proposal to hire consultant Kevin Bowman to lead a research study on enrollment projections, grade-level configuration options and resource optimization. The study would analyze birth and cohort-survival data, building capacities and staffing implications, review models used by peer districts, and convene stakeholder meetings and on-site building visits.
The study aims to answer four core questions: enrollment projections for 5–10 years; district-wide grade-configuration options and their operational/financial implications; instructional and developmental differences between junior high and middle school models; and strategies for implementing any recommended configuration.
Board members emphasized the study is advisory and intended to produce a pro/con analysis; any implementation would be discussed and potentially phased in over one or more years. The district said stakeholder engagement will include staff, parents and community focus groups and that transportation and master-schedule impacts will be part of the research.
Next steps: retain consultant, run data collection and stakeholder meetings, and present the final report to the board in January for discussion.
