The Carmel Central School District Board of Education voted on a series of operational items at its Nov. 19 public meeting, approving contract amendments, budget transfers and several policy adoptions before recessing to executive session.
Key votes: the board approved a first amendment to the contract with construction manager Triton for the safety-and-security capital project that voters authorized May 21, 2024; trustees asked administration to clarify whether compensation values changed in the amendment and requested details in writing. The board also approved a four-year copier/printer service agreement with Southern Westchester BOCES and the Lower Hudson Regional Information Center not to exceed $455,776.80 over the term; district staff said the contract provides 32 new machines, is aidable and would reduce the net annual district cost to about $69,000 after estimated aid (compared with roughly $103,000 the district currently spends on leases and maintenance).
Budget and personnel actions: trustees approved the consent agenda and instructional and non-instructional personnel requests. The board also approved an animal-science scholarship offered by local businesses.
Title VI investigations resolution: the board reviewed special-counsel reports into three Title VI investigations and adopted findings and recommendations. The clerk recorded a roll-call vote after Trustee Wise requested it; trustees Curzio, Dahl, Douglas, Orser and Paraskeva voted yes, Trustee Wise abstained and the motion passed. The resolution authorized the superintendent, in consultation with the district's attorney, to arrange remedies required by the founded investigation and to manage compliance.
Process and follow-up: trustees repeatedly asked for written back-up on contract costs and FOIL expenditures; Trustee Curzio provided FOIL-cost figures reported to the board ($32,020 in 2021'22; $65,271.25 in 2022'23; $15,019 so far in 2024'25) and urged posting routine FOIL results on the district website to reduce duplication. The administration said it will analyze FOIL redundancy and return with recommendations.
Next steps: trustees directed the superintendent and Business Office to provide detailed follow-up on the Triton amendment's financial changes, a line-item budget presentation and the FOIL analysis. The board recessed to executive session and did not return to substantive open-business votes that evening.
