The Carmel Central School District Board of Education on Sept. 15 approved a sweeping slate of policy changes and administrative actions that the board and administration said will shape operations, student supports and capital planning.
Key votes at a glance
- Approved: creation of a 10-month dean of students role and elimination of an assistant principal position for budgetary reasons; administration said the comparative package yields approximately $30,000 in savings when benefits and prorations are counted (agenda item 6.03). - Approved: memorandum creating 18 grade-level RTI (response-to-intervention) reading liaisons to provide student-facing benchmark supports and intervention (6.04). Administration said the work differs from department-chair duties and will supply exact cost comparisons at the Oct. 7 meeting. - Approved: memorandum of agreement allowing BOCES/Lower Hudson Regional Instructional Council (ROC) to manage vendor data-privacy agreements and breach-response services to comply with Education Law 2-d (6.02). - Approved: appointment of Triton Construction as construction manager for current and prospective bond and capital projects (five-year term starting 07/01/2025) and appointment of a recommended district architect after an RFP process (6.05 and 6.06). - Adopted: a large package of policy adoptions and revisions covering student device regulations, communications, community relations, budget and fiscal management, ethics and other operational policies.
Administration framed several of the actions as compliance and operational improvements. On data privacy, the interim superintendent said the Ed Law 2-d work is complex and the ROC/BOCES mechanism helps component districts manage vendor agreements and incident response; trustees asked about the cost, and the administration responded costs are allocated through BOCES contractual services with pricing to be provided. On the RTI liaisons, board members asked whether stipends and headcount increase overall spending; the superintendent said liaisons are distinct, student-facing positions and that the administration will provide precise figures.
On facilities, the audit, facilities and operations committee recommended retaining Triton Construction based on positive reviews by district personnel; the motion to appoint the firm passed. The board also selected an architect with prior experience on district bond projects.
Several policy votes prompted discussion. Trustees debated an amendment intended to spell out that students retain free-speech rights; the amendment did not pass, and the board instead adopted the policy with a plan to cross-reference existing student-expression policy. The board also debated and approved a rule limiting non-school sales during the school day on school property unless for a school purpose, following counsel guidance; trustees emphasized they will supply more detailed administrative regulations to define routine examples (e.g., school fundraisers, classroom sales).
What happens next
Administration committed to returning precise financial comparisons for stipends and staffing at a future meeting (Oct. 7). Building-level administrative regulations will be developed to implement advertising, visitor and vendor-related policies.
