Fairview committee reviews urban renewal grant revisions, board limits awards to $50,000

Fairview — Staff presented draft revisions to the City of Fairview Urban Renewal Agency’s tenant-improvement and development matching grant programs and solicited input from the Economic Development Advisory Committee on eligibility, allowable costs and application requirements.
The committee heard that the urban renewal board provided direction to reduce the maximum grant from $100,000 to $50,000 per project because current funds are limited. Staff said approximately $300,000 had been allocated to the program in prior periods and that a residual balance remains from unfinished projects, though the exact remaining amount was described as uncertain and tied to this fiscal year’s budget.
The draft separates two program streams: a tenant-improvement (TI) matching grant and a broader development grant. Staff said the TI grant will cover permanent or fixed improvements and certain soft costs. Acceptable uses listed in the draft include built-in fixtures and equipment (lighting, flooring, counters, booths and signage) and architecture, engineering and permit fees required to obtain commercial permits. The draft also specifies that existing businesses may qualify only if the work increases service capacity or creates jobs.
Developers and other attendees pressed for flexibility on the documentation required for project-cost estimates. Multiple participants argued that one professional general-contractor estimate is a reasonable submission for early-stage projects rather than three full subcontractor bids. "A general contractor estimate would be a supporting contractor estimate for the project," one attendee said; staff agreed to clarify the guidelines to require a professional cost estimate rather than an inflexible three-bid rule for all projects.
Staff outlined the review and timetable: projects requesting more than $20,000 would go to the urban renewal board, while smaller awards could be approved by staff. The draft requires an application be deemed complete two weeks before the board packet deadline so staff can prepare a report; staff estimated that once an application is deemed complete, a board decision should follow in roughly two weeks, and committee members suggested adding a guarantee of a decision within four weeks from completeness.
The draft grant agreement will retain a payback provision: if a business that received grant-funded improvements ceases operating in Fairview within five years, repayment terms may apply. Committee members discussed legal protections such as UCC filings to protect the city’s interest in funded equipment where equipment is leased, and staff said they would clarify the administration and enforcement of those protections.
On disbursements, staff said the program will be reimbursement-based (funds distributed after verified completion), though the draft allows the city to pay contractors directly in certain cases; staff will consult the city attorney about potential liabilities associated with paying contractors directly.
Staff intends to incorporate the committee’s edits into a staff report to the urban renewal board and to update the online application form and the grant-agreement template before reopening the program. The board is scheduled to review the proposed guidelines at an upcoming meeting.
