Tree protection: Staff explained the new tree-removal language responds to recent case law and requires applicants on larger lots to submit removal plans and specific impact analyses rather than relying on a fee; trustees asked staff to clarify thresholds and exemptions for smaller residential lots.
Accessory and waterfront rules: The draft limits waterfront accessory buildings to a small accessory structure (200 sq. ft.) in the waterfront yard and treats waterfront-side fences the same as front-yard fences (4-foot maximum) to protect neighbors’ views; trustees requested clearer language about large waterfront lots and exceptions.
Retaining walls and engineering: Trustees flagged a draft requirement that would effectively require structural-engineer sign-off on many retaining walls; the board asked staff to raise the engineering threshold or add staff/commission discretion so that modest, owner-built landscaping walls are not burdened with impractical engineering requirements.
Permits, animals and event venues: Other items discussed included clarifying animal-unit tables (chicken limits in certain residential districts), whether small backyard agricultural uses should require a $10 registry or permit, and revising event-venue (barn) language to allow appropriate waste receptacles rather than a blanket ban on permanent dumpsters.
Administrative review: The board supported a policy requiring that zoning/site administrative approvals by staff be coordinated with the planning commission chair, and that unresolved items be taken to the planning commission. Trustees requested a cross-reference to an administrative policy in the ordinance text, rather than prescriptive procedural language.
Staff will incorporate trustee direction and produce a redlined draft and a change chart ahead of the planning commission review and the scheduled trustees’ work session.
