Manager Smith and library staff reported the multi‑phase refresh—initiated in 2019—was rebid under construction manager Carbon6, with subcontractor bids returning below the $1.5 million baseline. "So we came in under the 1 and a half million dollars," staff said. The bids did not include replacement furniture, which staff proposed to put out to bid if the board approved an additional $500,000 to cover furniture and modest finish work on the building’s public spaces.
Library manager Lulu Brown outlined service levels and branch usage: staff reported about 31,657 program participants across 516 programs and roughly 200,002 visits in the prior year. Brown said services will continue in a temporary footprint inside the building during the roughly three‑month refresh; programming volume may reduce by about 60% during that time but core services would remain available.
Trustee Shipley moved to award subcontractor contracts and amend the FY2025 budget to allow furniture procurement and limited finish work; Clerk Slater and Treasurer (Corson/Corsange variant) supported the motion. The board approved the awards and budget amendment by voice vote.
Staff said the furniture procurement will return to the board for formal approval and that the facility will remain open during construction.
