Manager Smith said the SAD was established in 2021 and assessed homeowners with frontage on the river; the SAD assessment covers services such as weed control, water testing and invasive species removal. Staff recommended renewing PLM’s contract because PLM has served the river for three years, been responsive to owners, and submitted a proposal for another multi‑year engagement.
Trustee Rizzi, who serves on the ad hoc committee that reviews the SAD, moved to approve the contract; the motion was supported and approved by voice vote. Manager Smith clarified that the contract is funded through the SAD assessment charged to owners whose properties have river frontage and is not paid from township‑wide tax revenues.
Board discussion noted seasonal variability in conditions and that staff and the ad hoc committee monitor results annually; staff said the contractor will continue environmental testing and invasive‑species work in coordination with the committee.
