Moore County awards $4.01 million waterline contract to Metcon for Carthage and Dowd Road extension

Moore County commissioners approved a notice of award to Metcon Inc. for the Carthage Road and Dowd Road waterline extension project after a competitive bidding process.

Public Works Director Brian Patnode told the board the project stems from a petition and design work to continue earlier Eastmoor Phase work; staff opened bids and received four bidders with Metcon submitting the low responsive bid at $4,008,333.65 (SEG 1618–1629). Patnode noted Metcon installed the Eastmoor Phase 4 water line and is familiar with the area, and staff recommended awarding construction to Metcon and executing the construction contract contingent on county attorney and finance review.

A motion to award the construction contract to Metcon in the amount of $4,008,333.65 passed; commissioners also approved a separate motion authorizing the county manager or designee to sign change orders under $30,000 for the project (SEG 1661–1683).

Why it matters: This award advances construction of petition-driven water extensions to serve households along Carthage and Dowd roads and continues phased expansion of the county water network. The contract size and contingency authority for smaller change orders were both approved by the board.
