The Moore County Planning Board voted to approve amendments to the Unified Development Ordinance that would allow major subdivisions as an option within Plan Development Conditional Zoning (PDCC) districts and permit major subdivisions by special‑use permit in specified gated community districts.
Staff explained that amending Chapter 6 (the principal use table) and removing specific district references from Chapter 19 subdivision text would give future planned developments greater flexibility to include major subdivisions under a site‑specific master plan while preserving the Subdivision Review Board (SRB) process to review utilities and infrastructure impacts.
The board adopted the Planning Board land use plan consistency statement required under North Carolina General Statute 160D‑604 and approved the ordinance language as presented. The motion carried with one board member recorded as voting nay.
Staff said the change is intended to facilitate mixed‑use and efficient land use patterns (citing Action 3.1.0.1 in the county plan) while maintaining SRB and Board of Commissioners oversight for quasi‑judicial reviews and utility approvals.
The board’s approval is a recommendation and the county’s Board of Commissioners will be involved for any final code amendments and quasi‑judicial reviews, as required.
