Commissioners allocate $1.2M in bond interest for artificial turf at two high schools, encourage CVB grant applications

The board encouraged the Board of Education to submit grant applications to the Moore County Tourism Development Authority (CVB) one-time project funding process for matching funds; the CVB application window runs through early September.
County staff explained the funds are interest accumulated on bond proceeds while school construction proceeded; interest remains within the bond project funds until formally allocated. Supporters on the board framed the allocation as a productive use of taxpayer dollars—either to fund turf projects that reduce long-term maintenance costs or to close out bond project accounts and shift leftover funds to debt service.
Board of Education members (Robin Calcutt, Shannon Davis, Ken Benway referenced in the meeting) attended and commissioners said they hope the school board will apply for matching CVB funds. The board approved the ordinance revision by voice vote.
Next steps: Staff will process the project ordinance revision, the Board of Education may submit CVB grant applications for matching funds, and staff indicated Union Pines’ project is planned for FY26 while North Moore’s is planned for FY27.
