Planning board recommends conditional rezoning to regularize Sandhills Adult & Teen Challenge site

The Moore County Planning Board voted to recommend conditional rezoning of a 30.9-acre parcel at 444 Farm Life School Road (parcel ID 00006478) from Rural Agricultural (RA) to Rural Agricultural Conditional Zoning (RACZ) so Sandhills Adult & Teen Challenge can come into compliance with local zoning and pursue state licensure.
Planning staff explained the facility has operated at the location since 1987, prior to countywide zoning in 1999, and identified the current use as a nonconforming group care facility that must obtain conditional rezoning in the RA district to conform with the Unified Development Ordinance. Staff said the applicants are not proposing site changes and the parcel is largely wooded; utilities and impervious-surface thresholds were described as compliant with applicable standards and would be reviewed by the Subdivision Review Board as needed.
Two speakers called in during the public hearing and urged the board to approve the recommendation. "We are pursuing our state licensure, which is why we're here," said Russ Cambria, who signed up to speak and identified himself as executive director. "We want to become a state licensed facility ... it just helps us with some fundraising initiatives and qualifying some of our guys for some financial scholarships. We've been doing it without for a number of years, almost 38 years." Bridal Decker, who said she is a Teen Challenge graduate and a Moore County native, also voiced support, saying approval would help pay for program costs and help former participants.
After the hearing, the board adopted the planning board land use plan consistency statement required by N.C. Gen. Stat. § 160D-604 and then voted to recommend approval of the conditional rezoning to the Board of Commissioners; the motion passed by voice vote. The recommendation includes a deed reference (deed book 60, page 492) provided by staff.
The Board of Commissioners will consider the planning board's recommendation in its review of the rezoning petition.
