The Moore County Board of Commissioners approved a conditional rezoning for two adjacent parcels at 3626 Murdochsville Road to Highway Commercial Conditional Zoning (B2CZ) so that an existing mini-warehouse/self-storage and outdoor vehicle storage area would be brought into conformity with current UDO standards.
Planning staff presented the site history, noting the use existed prior to countywide zoning and had several conditional-use approvals and subsequent expansion. Staff said the submitted site plan shows required 50-foot setbacks from residential property lines for outdoor storage, existing Type 1 screening (fence with black fabric) and proposed additional screening where needed. The site currently has high impervious cover (about 79.1%) and the applicant proposed removing 0.416 acres of gravel to reduce impervious surface to about 69.49%; a special non-residential intensity allocation (SNIA) would be required for a higher percentage.
Public input: Kaye Pearson (S16), a nearby resident and long-time customer of the storage business, spoke in favor, citing the business's maintenance and community value. The applicant appeared to offer an alternate screening structure during the hearing; staff advised that new conditions outside the submitted application would require a separate process.
Board action: After discussion of planning-board conditions and whether to impose additional requirements, the board adopted the consistency statement required by N.C. statute and approved the conditional rezoning. The planning board had recommended approval 6-0 with conditions (SNIA and a Type 3 screen on the rear property line inside the existing fence).
