Moore County opens public hearing on FY26 recommended budget; special meeting set to adopt

Moore County commissioners opened a statutory public hearing on the recommended fiscal year 2026 budget and closed the hearing after hearing one registered public commenter in favor and multiple public comments on related county services.
County staff told the board the recommended budget remains balanced at $225,015,086 after incorporating a $39,240 debt-service addition for Eagle Springs Fire Department (a 0% interest loan approved previously). Staff also corrected a presentation slide to note the 3.5% base-rate increase for Moore County Public Utilities applies to all meter sizes.
Stuart Mills, director of Partners for Children and Families, spoke in support of the budget and described the nonprofit’s local investments: about $1.5 million annually in local programs and roughly $300,000 a year that supports the county’s childcare subsidy program. Mills said the county and partner organizations still face “substantial unmet needs” in early childhood services and urged continued partnership and consideration of targeted proposals in future budget cycles.
Other public commenters used the hearing and the concurrent public-comment period to raise separate concerns: Dr. Christine Gannes of the Coalition for Peace, Love, and Justice asked the county for budgetary help to modernize transportation funding and expand service hours and token-access options for low-income riders; another resident reported PFAS testing results and asked the county to investigate local water-quality issues (the county requested the lab documents and said it would follow up).
Chairman closed the public hearing after testimony and staff reminded the board there is a special called meeting on Thursday, June 5, at 9:45 a.m. to consider formal adoption of the FY26 budget. No final adoption vote occurred at the March meeting.
Next steps: staff will provide any required technical documents to commissioners before the June 5 special called meeting for a formal adoption vote.
