Commissioners approve courthouse change orders, final sewer contract adjustment and direct staff to pursue EMS property exchange with Pinehurst

Capital Projects Manager Rich Smith requested approval of two change orders (No. 11 for $136,427 and No. 12 for $74,987) for the new courthouse and renovation project with New Atlantic Contracting; he said those items raise the contract sum to $42,785,318 (a net increase of $211,414) and that the additional funds are available in the capital project fund (fund 432). Smith described technical items including extra soil nailing needed after auger refusals and an HVAC booster pump upgrade and answered commissioners’ questions about underpinning and costs.
Commissioners approved both change orders and a capital project ordinance revision (No. 17) by voice vote and asked staff to return any additional cost details if needed.
New county engineer Tom Blue presented final change order No. 7 for the VAST Sewer Phase 2 contract with Temple Grading & Construction. Blue said installed quantities produced a contract underrun of $288,843.05 and recommended acceptance and contract closeout, allowing additional property owners along James Street and Long Point Road to connect to the system. The board approved the final change order and authorized the chairman to sign.
On a separate item, Public Safety Director Brian Phillips described a proposed property exchange with the Village of Pinehurst: Pinehurst offered a 0.92‑acre lot at 55 Rattle Street Trail suitable for a new EMS base in exchange for the county's existing EMS base on McCaskill Road (the existing facility, used since 2007, needs renovation and has challenging topography). Commissioners directed staff and county legal to proceed with steps to facilitate the exchange and return a final approval request to the board once the necessary steps are complete.
Taken together, the board authorized construction‑related contract adjustments, closed out a sewer contract at a savings, and set in motion a property exchange to support a new EMS facility.
