Commissioners approve reappointments, contracts and personnel actions; schedule executive session
Summary

At its Sept. 23 meeting, the Lucas County Board of Commissioners approved multiple personnel, contract and administrative items by roll call.
Reappointments: The board approved reappointments to the Lucas County Public Defender's Commission for Jeffrey Kerscher, Elizabeth Baer, DeWist and Natalie Jackson to four-year terms expiring July 31, 2029.
Facilities contract: Commissioners authorized a contract with Stow & Stow Architects for professional design services to restore the 6th-floor roof at the Lucas County Corrections Center; the contract is not to exceed $107,000.
Office of Management and Budget: Acting OMB staff presented and the board approved an appropriation resolution and requests to create pre-award advance accounts for four separate grants (Board of Elections and solid waste items in Monclova and Jerusalem townships were mentioned).
Canine facility GMP amendment: The board approved a no-cost guaranteed maximum price amendment (GMP #5) with Rudolph Libby Inc. for construction management of the new Canine Care and Control facility at 1301 Monroe Street, changing the substantial completion date from May 22, 2025, to July 3, 2025. The presenter said the delay resulted from Rudolph Libby’s inability to establish permanent power at the site and some scope changes; the change was characterized as outside the contractor’s control.
Personnel actions: The board approved appointment of Douglas Warren to a full-time account clerk specialist position (CSEA B, pay grade 18 step 1) at $18.16 per hour, appointment of Kevin Davis as plant maintenance specialist 1 at the sanitary engineers department at $23.75 per hour (pay grade 22 step 1), and an adjustment to the base compensation for County Personnel Director Trent Burner to $64.10 per hour, eliminating a prior temporary supplement; presenters said the change does not alter Burner’s actual total compensation.
Executive session: Commissioners voted to enter executive session to discuss personnel-related matters, including appointments, compensation and collective bargaining. The meeting adjourned with the board scheduled to reconvene Sept. 30 at 11:00 a.m.
