County engineer seeks ODOT infrastructure loan for Albin Road roundabout; multiple plats and MS4 MOU approved

County Engineer Mike Panuski briefed commissioners on several engineering items and secured board approval on Sept. 23.
Panuski presented a revision and preliminary term sheet to obtain an Ohio Department of Transportation (ODOT) Infrastructure Bank loan for the Albin Road Roundabout. The preliminary loan amount presented was $3,008,000 at an interest rate of 3% over 18 years; Panuski explained ODOT asked for a higher authorized amount because actual loan draw amounts determine final lending, and unused portions would not be drawn.
Panuski also sought approval of a memorandum of understanding between the Lucas County Engineer and the Toledo Metropolitan Council of Governments to provide public education services in support of the county’s MS4 permit. The agreement starts at $12,000 in 2026 and increases by $250 per year to $13,000 in 2029.
Separately, the board approved final plats: Crimson, Ohio Plat 11 (Montclova and Waterville townships) with 22 lots, and Village on the Green Plat 2 (Waterville Township) with 27 lots. The board also accepted a right-of-entry donation related to the Swanton Road and Archbold-Whitehouse Road roundabout project at no cost to the county.
Each item was moved and approved by roll call during the meeting.
