Trustees on July 21 approved local policy changes required by recent state legislation that affect library procurement and student use of personal communication devices.
Library materials: The board accepted updates mirroring state guidance to post proposed purchases and donations to the public before final acquisition, create a formal challenge process and a challenge committee, and temporarily remove material that is challenged while the committee reviews it. The policy language also covers digital links and QR codes attached to materials and requires committee meetings to be publicly posted and recorded. Staff said the district already maintains pre-purchase posting practices and will add a final-board-approval step for purchased or donated collections.
Student personal communication devices: The board approved a policy consistent with House Bill 1481, which states students may not possess personal communication devices on school property during the school day. Administrators said they are drafting administrative guidelines that will define operational details such as allowable exceptions (medical accommodations and documented 504 plans), how to handle band or classroom uses that historically have relied on phones, and the discipline matrix for violations. Staff noted enforcement will be challenging and encouraged parent cooperation; the district will seek available grant opportunities and align procedures with neighboring districts where possible.
What trustees asked for: Several trustees urged the administration to produce a clear, easy-to-find parent communications page and to work on reasonable exceptions and an implementation timeline so campuses can prepare before school starts.
