The Methuen City Charter Review Committee on Aug. 14 voted to apply the city council’s residency requirement to the city’s school committee, clarify officer titles and accept Article 4 of the proposed charter as amended.
Chair opened the meeting and brought forward a proposal to use the same eligibility language from Section 2.1(b) for school committee members, specifying that only voters who remain residents of the city for the duration of their term shall be eligible to hold office. Member Speaker 5 moved to adopt that wording; the committee seconded the motion and approved it by voice vote.
Speakers cautioned that applying an "at all times" residency standard can lead to disputes if a member moves mid‑term. The city solicitor explained that domicile and voter‑registration checks are typical enforcement tools, noting domicile combines residence and the intent to remain in jurisdiction. Committee members discussed whether the standard should reference voter rolls, tax or rental records, or an intent test.
Members also resolved inconsistent terminology in Article 4: they directed staff to replace references to 'chairman' and 'vice chair' with 'president' and 'vice president' throughout and confirmed prior votes that strike the chair election language where the mayor is specified as school committee chair. After reviewing the edits, the committee moved, seconded and approved Article 4 as amended by unanimous voice vote.
The committee asked staff to circulate the solicitor’s recent draft language and a member’s proposed addition about creating a Department of Law so members can review materials before the next meeting. The panel tentatively scheduled a follow‑up for Sept. 4, 2025.
