The Taunton Planning Board authorized the chair to release 13 of 14 lots at the Willow/Pond (Willis Pond Estates/Madison Lily Drive) subdivision contingent on completion of binder‑course paving, compaction testing and final inspection sign‑off by the city’s outside consultant.
Developer representatives and consultants reported that grading, utilities and most underground work are complete and that a compaction test was scheduled for Sept. 5 with binder paving planned shortly thereafter. An outside consulting engineer provided a cost estimate for remaining work; the board discussed differences between internal contractor estimates and the consultant’s figure and reviewed precedent and surety practice.
Several board members expressed concern about setting a precedent for early releases, but members and staff noted that conditional lot releases tied to documented milestones and inspection sign‑offs have been used previously. The board voted to allow the chair to sign off on releases once the binder course and other conditions are inspected and annotated as complete. Staff and the city engineer will control final documentation and notification to the developer.
