Taunton council approves payroll and $11.03M in accounts payable; several licenses and petitions referred

The Taunton City Council on Sept. 22 approved routine finance and licensing matters, including a payroll warrant and a large accounts‑payable warrant, and referred several license renewals and petitions to the appropriate departments.
Finance approvals: The council approved payroll warrant 49 for the week ending Sept. 20, 2025, as read by the chair. The accounts payable warrant presented totaled $11,030,682.61. The mayor or finance presenter listed the largest expenditures in that warrant as $257,000 for student transportation; $115,000 for student tuition for the Justice Resource Institute; $4,300,000 for group health insurance payments; $103,000 for electricity payments; $4,970,000 for retirement fund contribution; and $173,000 for the wastewater treatment plant. A motion to approve the amount was made and carried.
Licenses and petitions: The clerk read five hours‑of‑operation license renewals (Broadway Quick and Clean Car Wash, Easy Clean Laundry Center locations, Creative Fitness Solutions Inc.) and a new secondhand dealer license application for Silver City Thrift at 384 Bay Street; all were referred to the Police & License department. The council also accepted a petition from Verizon New England Inc. proposing to place an optidrop cable in existing conduit at 90 County; a hearing was scheduled.
Other referrals and committee action: Committee reports were moved and approved by title. Councilor Borges successfully moved multiple referrals — speeding on Plain and Dunbar streets to the safety officer, consideration of a 3‑way stop at Weir & Plain, an update on blighted property at 155 Highland St from the Tiger Team, referral of Chevron on Tremont to public safety, and referral of 120 Rear Berkeley St (Daphneous Concrete) to police & license, Board of Health and the Director of Planning to address hours, noise and air pollution. All such referrals were seconded and passed by voice vote.
Meeting close: The council heard no public input that morning, disposed of communications and committee reports, and adjourned the session by unanimous voice vote.
