Planner Bishop recommended submitting the latter in the current application because it produces greater value within the grant’s matching rules (grant covers 50% up to $1 million).
Bishop explained the county’s analysis used PASER pavement ratings, traffic counts (AADT) and typical treatments (chip seal, mill and fill) to estimate longevity and long‑term costs. Council discussed Johnson Road’s poor subgrade history, prior lost grant opportunities and the higher expense of fully rebuilding sections with poor base conditions.
Council moved, seconded and approved signing a commitment letter for the Community Crossings application for County Road 400 North to State Road 35, with a stated estimated county obligation of about $1,042,530. Officials noted the obligation is an application commitment and that specific appropriation will occur later if the grant is awarded.
