County board recommends approval for Racetrack convenience-store permit in Springville

The LaPorte County Alcoholic Beverage Board on Sept. 4 recommended approval of a location-pending permit for Racetrack, a national gas and convenience-store chain, for a planned site at US Highway 20 and State Road 39 in Springville.
Attorney Clark Kirkman of Clark Quinn Law spoke for Racetrack and described the filing as location‑pending: the company applied now to secure a permit and will transfer it once the site receives a 911 address and final engineering. Kirkman said Racetrack has 18 permits in Indiana (two active), uses ID scanners and internal security policies to prevent sales to minors, and immediately terminates employees who sell to minors. “They card anyone who looks under 40, and they do,” Kirkman said.
Rodney McCormick moved to recommend approval; Michelle Traver seconded and the board voted by voice to approve the permit recommendation. Board members noted that construction and traffic matters (INDOT ingress/egress and drainage) typically extend development timelines and that the company will return with final location details once those issues are resolved.
Next steps: the company will return for transfer once the site has a defined address and local permitting; the county will forward its recommendation as part of the usual ATC review process.
