Hardin County officials approve FY2026 appropriation, salary schedule and routine permits and personnel changes

Unidentified Official (S1) and fellow officials approved the county’s fiscal-year 2026 appropriation and associated financial measures at the Hardin County meeting on June 18, 2025.
The board adopted Resolution 2025-21, the appropriation for fiscal year 2026, and Resolution 2025-22, which sets the salary schedule for FY2026. Officials also approved Resolution 2025-19 (interfund operating transfers) and Resolution 2025-20 (advance issuance of payments). All four resolutions were moved and seconded and passed by roll call during the session.
Officials handled several routine consent items. The board approved the agenda and the minutes from June 11, 2025, accepted claims for payment through June 18, 2025, and reappointed Maxwell Lehman to the Veterans Affairs Commission for a three-year term beginning June 30, 2025.
A utility permit (UT2025-11) for Black Hills Energy to replace infrastructure in the right-of-way along Highway S 56 near Cleeds was approved without discussion. The board also approved a tax assignment and abatement for certificate 4022 after clarifying the parcel address as 519 Devon and confirming county-level procedures for processing the request.
On procurement, officials approved an Access Systems sales and service agreement for copier/printer services in the amount of $1,969.64. Unidentified Official (S4), explaining the recommendation, said the prior vendor had been bought out and service declined: “the company was bought out and the service has just not been great… Access Systems is coming in… they’re gonna buy out the last year of that lease at no cost to [the] county,” and staff expected improved service and modest cost savings.
Personnel actions approved included a change of status for Michael Pierce to an exempt network-engineer position effective July 1 at a rate of $74,890; commissioners discussed that Pierce will take on additional duties, including website management and after-hours support. The board also acknowledged the retirement/resignation of Thomas Creighton from emergency management and promoted Yachensey Burton to emergency management coordinator.
All motions described above were moved, seconded and carried as part of routine business. The meeting concluded with a short other-business segment (roadwork updates and a floodplain mitigation summary) before adjournment.
