Board honors probation staff, proclaims Chicano Heritage Month and Bolivia bicentennial

At the start of its Aug. 12 meeting the Orange County Board of Supervisors set aside time for community recognitions and cultural proclamations.
The board honored the Orange County Probation Department for its 25th anniversary of pretrial probation and parole supervision week, applauding education and reentry programs and naming a cross‑section of staff. Vice Chair Katrina Foley highlighted apprenticeship, rehabilitation center expansions and a $1,200,000 Juvenile Justice Crime Prevention Act allocation to youth services. Chief Probation Officer Daniel Hernandez described outreach such as mobile resource vehicles and housing partnerships aimed at reducing recidivism and supporting people in custody.
Supervisor Vicente Sarmiento led a proclamation recognizing August as Chicano Heritage Month and introduced an exhibition of Luis Garza’s photography, "The Other Side of Memory," on display at the historic County Courthouse Monday–Friday through the end of the year. Sara Guerrero of Breath of Fire Latina Theatre Ensemble spoke about theater’s role in cultural memory and community workshops supported in part by city grants.
Sarmiento also introduced a bicentennial recognition of Bolivian Independence Day and invited Liliana Gabriela Sila Guzman, identified in the transcript as the Consul General, to address the board. The consul general discussed Bolivia’s independence, cultural heritage and the consulate’s role supporting voting abroad ahead of the country’s national elections.
The board then moved into regular business and public comment; supervisors thanked staff and the community for the presentations.
