Council authorizes Park Hill design work to renovate old community center for police, fire administration

Council authorized the city manager to execute a professional-services agreement with Park Hill to design renovations that would convert the city’s former community center into shared police and fire administrative offices.
Miss Kopsa, presenting for staff, said the design contract would cover schematic design through construction documents and the bid phase with a design fee not to exceed $259,380. The total probable construction cost for the renovation was presented at about $2,500,000; Kopsa said the funding for the project had already been set aside in CIP allocations and that staff plan to solicit a construction manager at risk during design to help control costs.
Kopsa outlined the anticipated schedule: schematic design and design development phases followed by construction documents, with a roughly 7–8 month construction timeline once work begins. The proposal would repurpose space formerly used for parks and senior operations and create a shared entry and conference area to support joint emergency-preparedness meetings.
Council moved and approved the authorization for the city manager to execute the agreement (motion by Mr. Schrugg; second by Ms. Holtz). Staff said they will continue the design process and return with construction planning and cost details during subsequent meetings.
