Council approves consent agenda, adopts parks master plan resolution and fills regional and local board seats

At its regular meeting The Colony City Council approved multiple routine and substantive items that will shape near-term city business.
Consent agenda: Councilmember Inswiler moved and Councilmember Rainey seconded approval of the consent agenda (items 4.1–4.3); the motion passed.
Parks master plan: The council opened a public hearing and then adopted a resolution to approve the 2025 community development and parks master plan update, a necessary step to pursue grant funding; staff noted an Aug. 1 grant deadline tied to elements of the plan.
Grant application: The council authorized the city manager to submit a Texas Parks and Wildlife Department local park grant application for the BBO Sports Complex redevelopment (see separate article). Staff indicated $750,000 is budgeted to meet the grant match requirement. The application deadline is Aug. 1 and awards are expected in January.
Nominations and appointments: The council nominated John Smith by resolution to serve as the city’s candidate for a two-year term beginning Oct. 1, 2025, on the Denco 9-1-1 District Board of Managers. Council also appointed Dwayne Snyder to Planning & Zoning Place 4 (motion by Inswiler, second by Marks) and named Matt Sanders as the second alternate to the Board of Adjustments (motion by Waters, second by Rainey). Motions were seconded and approved by council vote.
Executive session: The council adjourned the regular session into a closed executive session under Texas Government Code sections 551.072 and 551.087 to deliberate real-property matters and confidential commercial information related to a business prospect.
