City honors city secretary's office; library outlines summer programs and 50th-anniversary planning

The Colony City Council paused its regular business to recognize the city secretary's office and to receive a library programming update.
Stephanie Storm, city secretary for the City of Wylie and trustee on the Texas Municipal Clerks Association executive board, presented the Achievement of Excellence Award to The Colony’s city secretary’s office, noting the office — led locally by Tina Stewart — earned the award in 2023 and again in 2025. “This prestigious award recognizes outstanding excellence in the effective and efficient management of resources within a municipal clerk’s office,” Storm said, and she noted that 45 of 1,225 active Texas municipalities earned the distinction in 2025.
Library staff member Megan Charters summarized summer reading and program statistics and highlighted upcoming events. She reported registrations for the summer reading challenge of 553 children, 92 teens and 242 adults and said story-time attendance was high. Programs through early August include weekly story times, family movie matinees, Project Runway for stuffed animals, Stickerpalooza on July 23, Blacklight Crafts on July 30 in council chambers, an art-club pop-up for printmaking on July 26, a Dallas Zoo program on Aug. 2, adult seminars on health-care planning and estate planning, and a Medicare education seminar on Aug. 9. Charters also invited volunteers to help plan the city’s 2027 50th-anniversary incorporation celebration and provided an email for interest (mcharters@thecolonytx.gov).
Councilmembers thanked staff and congratulated the city secretary’s office and library team for resident-facing services.
