Council adopts Active Transportation Master Plan to guide trails, sidewalks and bike facilities

The Bluffdale City Council adopted an Active Transportation Master Plan after a presentation by consultant Jeremy Searle and a public hearing.
Searle described the plan’s scope: a citywide inventory of existing sidewalks, buffered bike lanes, shared roadways and trails; identification of missing sidewalks and fragmented segments; a prioritized list of on-street and trail projects (high/medium/low/opportunistic); crossing improvements including grade-separated crossings at key high-speed crossings; and a safety analysis that informed project prioritization. The plan emphasizes connectivity to destinations such as schools, parks, transit (including a future FrontRunner station) and the regional trail network and includes recommendations to improve wayfinding and signage.
Residents and council members asked about sidewalk inventory accuracy and how to prioritize projects for budgeting. Staff confirmed GIS files from the consultant will be provided to the city and that short gaps can be added to the map if missing. Council Member Astin moved to adopt Ordinance 2025-22 to formalize the active-transportation plan; the motion passed by roll-call vote with members present recorded as voting yes.
Staff said the plan will be posted on the city website and used for budgeting, grant applications and project prioritization.
