Bluffdale planning commission forwards Active Transportation Master Plan to council with positive recommendation

The Bluffdale City Planning Commission on Sept. 3 voted unanimously to forward an updated Active Transportation Master Plan to the City Council with a positive recommendation.
Consultant Jeremy Searle of WCG presented the document and an interactive story map, describing a recommended network of on-street bike lanes, separated trails and intersection improvements. The plan identifies gaps in sidewalks and evaluates level-of-traffic-stress to match facility types to user comfort. Searle said the plan reflects public outreach and stakeholder engagement conducted over the prior nine months.
Commissioners asked about e-bike classifications, enforcement and where higher-speed or heavier e-bikes fit in the recommended network. Staff said statewide guidance is evolving and the plan includes policy recommendations on e-bikes and micromobility; local enforcement and education campaigns may be needed.
High-priority projects highlighted in the presentation include the Rose Creek Trail and connections that would link neighborhoods to The Point development and the upcoming FrontRunner station. Staff and the consultant noted opportunities to add active-transportation elements to planned work on SR-146 and other corridor projects, lowering implementation costs.
The commission's motion to forward a positive recommendation passed unanimously; recorded votes were Ulysses Flynn Aye, Eric Swanson Aye, Corey Luker Aye, Tina Griffiths Aye and Chair Aye. Staff said the plan will go to the City Council on Sept. 10, 2025.
What's next: The plan is recommended to council for adoption as an element of the Bluffdale general plan; staff will pursue prioritization and seek opportunities to leverage corridor projects for implementation.
