Louisa County supervisors approve joining Eastern Iowa Disability Alliance governing board

The Louisa County Board of Supervisors voted to approve Resolution 202544, an amended 28E agreement to join the Eastern Iowa Disability Alliance as a member of its governing board.
Julie Davidson, interim chief operating officer and interim CEO of the Eastern Iowa Disability Alliance, told supervisors the Alliance will serve as a Disability Access Point (DAP) for District 7 and provide service navigation, short-term assistance and coordination of long-term supports for people with disabilities. "The counties [have] no financial responsibility in any way," Davidson said when the board asked about costs and funding.
Davidson outlined how the Alliance is organized: District 7 is divided into hubs (the county'level navigator serving Louisa County is based in Johnson County but spends most of her time in Muscatine, Louisa and Des Moines counties) and the Alliance is part of the ADRC network. She said the state (Iowa HHS) provides most services funding and that the Alliance's budget is primarily staff costs with a small amount reserved for short-term services.
Board members asked how residents would be identified and referred; Davidson said navigators will reach people through schools, food pantries, clinics, libraries and provider partners, and noted there is "no wrong door" for referrals. She also said crisis services would be handled by the administrative services organization (ASO) while the DAP focuses on longer-term navigation and connections.
Davidson told the board that if Louisa County approves the resolution it should appoint one supervisor (or a designee) to the Alliance governing board and optionally name a backup. The Alliance anticipates quarterly governing-board meetings. Davidson also said the Alliance would provide contact information and the PowerPoint slides from her presentation.
The board discussed and then voted by voice to approve the amended 28E agreement (Resolution 202544). Supervisors moved to approve and recorded unanimous "ayes"; the motion carried. Davidson said she would follow up and that the county would return a signed resolution before the stated Oct. 31 deadline for interested counties.
Next steps: the county will provide a signed resolution and appoint a member to the Alliance's governing board as requested.
