Lincoln County commissioners approve zoning changes, ordinances, master agreement, capital items and appointments

Lincoln County commissioners handled a cluster of routine and agendaed items in June, approving multiple planning‑board recommendations, ordinance changes, interlocal agreements and personnel actions.
Zoning and land‑use actions: The board adopted the planning board’s statements of consistency and approved the following rezoning and related items after public hearings and recommendations: PD 2018‑3‑A2 (Bloom Incorporated) — a master‑plan amendment for a 40,000‑sq‑ft office/showroom expansion on a 70.9‑acre site at 7733 Old Plank Road; ZMA 751 (Brian Moore) — rezoning of 0.87 acres at 3012 NC 16 Business Highway to permit vehicle repair in addition to vehicle sales; ZMA 752 (Timothy Guise White) — rezoning 2.66 acres at Old Plank Road/NC 16 Business to allow structures over 10,000 sq ft (applicant indicated intent to develop a church campus); ZMA 753 (Troy Motts) — rezoning of a 6‑acre corner parcel at NC 150 and Leelong Road to general business (possible fuel station). The board also approved SUP 523 (vehicle sales/repair at 3012 NC 16 Business) and WSUP 41 (a watershed special use permit for Bloom Incorporated) allowing a nonresidential intensity allocation of up to 70% impervious coverage for the Mountain Island Lake water‑supply watershed portion of the site.

Finance and capital: The board approved capital‑improvement purchases to upgrade detention‑center and sheriff’s‑office video systems (KNC Technologies/Milestone equipment) and adopted a reimbursement resolution that allows the county to reimburse certain pre‑financing school expenditures once financing closes. Staff reported the general fund is near 96% of expected revenues and that auditors will return in September.
Personnel and appointments: The board approved multiple reappointments to county boards and commissions as moved by a commissioner. After returning from closed session (pursuant to North Carolina statute cited in the motion) the board approved a salary adjustment for Tax Administrator Susan Sain to $137,564.34 effective in July, based on an annual evaluation.
