County adopts two ordinances, approves school‑assignment agreement, Lake Norman resolution and bad‑debt write‑offs

Miss Gilbert explained the ordinance limits peddling and soliciting to between 8 a.m. and 9 p.m., establishes a permit process and directs that permits will be issued by the county manager’s office; the permit program is set to take effect on 2026‑01‑01. The board also approved a recodification amendment to Chapter 152 dealing with erosion and sedimentation control; the amendment reflects an administrative department change as Natural Resources moved from the Soil and Water Department into Development Services.
School assignment agreement: The board approved an agreement between Lincoln County and Catawba County that allows students impacted by a boundary change on 2025‑06‑30 to remain at their current schools if they are already enrolled or meet a 'legacy' definition; staff will provide a final list of addresses (not student names) to the record.
Lake Norman Marine Commission: The board approved a joint resolution to reconstitute the Lake Norman Marine Commission based on session law 2025‑67. Commissioner Susina read a statement recounting multi‑jurisdictional work on lake patrol, stakeholder meetings and state legislation that he said led to the reconstitution.
Bad‑debt write‑offs: Finance staff presented the annual list of water and sewer accounts over 18 months old (as of 2025‑06‑30) recommended for write‑off as uncollectible in the county’s financial records; staff said write‑off is an accounting action and does not end collection efforts, including debt‑setoff where eligible. The board approved the write‑offs and asked for future reporting showing what percentage of enterprise funds the write‑offs represent.
Other business: The board also indicated support for a letter backing the North Carolina Wildlife Federation’s proposal to install fish‑habitat structures at Beatty’s Ford Pier and thanked partners and staff involved in related lake‑management efforts.
