Lincoln County OKs NCDOT two‑party agreement and Bosch pass‑through contract for Riverview Road signal

Lincoln County commissioners voted in June to approve two interrelated agreements meant to deliver a traffic‑signal improvement at Riverview Road and the NC 150 Bypass tied to a new Bosch facility.
Andrew, a county staff member presenting the items, said NCDOT declined to sign a three‑party contract and required a two‑party agreement between the department and the county assigning responsibilities for the economic‑development contingency funds used to pay for the signal work. The board approved that two‑party agreement without discussion.
The board then approved a separate pass‑through or assumption contract by which Bosch will assume the responsibilities the county would otherwise hold under the DOT agreement. Andrew told commissioners bidding and NCDOT’s construction and inspection requirements will apply and that “there will really only be one final payment request once the project is complete, once DOT has inspected and accepted the work.” He added, “any funds over $200,000 that are to be expended would be assumed by Bosch, in any case. So there’s no financial liability on the county, at all for passing through these funds to Bosch.”
Andrew also said the delay in installing the traffic signal would not prevent Bosch from starting operations at the Riverview Road facility because the company will begin with reduced capacity. The board recorded the motions and approved both agreements.
What happens next: the county will follow NCDOT bidding rules on the project and Bosch and the county will coordinate compliance with DOT inspection and acceptance procedures before any final payment is released to Bosch.
