Lincoln County approves incentive grant for Bloom expansion, company pledges $10.8M investment and four jobs

Lincoln County commissioners on a July meeting approved a level-2 industrial incentive grant for an existing manufacturer planning an expansion on Old Plank Road.
John Dantolf, who presented the project, told commissioners the company listed in the packet as “BBB” and operating as Bloom plans to begin equipment installation by July 21, 2025. "Within 2 years of the day of this agreement, Bloom shall make an investment upon such site of $10,813,124," Dantolf said, adding that "of which $8,784,474 will qualify for incentives under the Lincoln County Industrial Incentive Grant policy." He also said the project is expected to create "at least 4 new jobs, pay an average wage is $20 per hour plus benefits."
Dantolf said the county grant is intended to support manufacturing technology, equipment, warehouse upgrades and building enhancements. He noted corporate approval for a larger follow-on investment — which he estimated could be about $40 million — is still pending and would be brought to the board separately.
The chair opened a public hearing on the grant, and with no members of the public signed up to speak, the board closed the hearing. Commissioner Mullen moved to adopt the incentive agreement and the board approved the motion by voice vote.
County staff included the proposed grant schedule in the packet; commissioners voted to approve the agreement as presented. The project address shown in staff materials is 7733 Old Plank Road.
The next step for the company, Dantolf said, is corporate sign-off; staff will return to the board if the larger expansion proceeds.
