The Hastings City Council voted unanimously Thursday to approve a Class D off‑sale liquor license for Shadhari Liquor LLC, doing business as Top Shelf Liquor, at 905 Theater Drive.
During a brief public hearing, an agency representative that reviewed the application recommended approval. Mayor Rich Wilton then moved the resolution on the floor and the council adopted Resolution No. 2025‑33 by a 7‑0 vote. Council later approved the manager application for Herschel Shaddhari by the same margin.
The hearing generated no public opposition, and the applicant’s manager application was approved immediately after the license vote. The city clerk recorded both votes as 7‑0.
The council did not expand on conditions or operational limits for the license during the meeting; the agency representative said the applicant met the application requirements.
