Departments brief committee on staffing, capital projects and ACDA micro‑unit contract; member flags downtown meter fees

Greg Soule of Building Services reported recent hires that bring plan review closer to full staffing and said the department expects to finish the year with about $600 million in construction valuation. Soule also discussed a third‑party plan review report due Oct. 1 and preliminary usage rates (for example, about 62% of new residential buildings have used third‑party review). He said the Assembly’s $167,000 infusion to the nuisance‑abatement fund has increased demolition project funds to about $480,000 with $150,000 reserved for land‑use clean‑up and $50,000 remaining as contingency.
Public Works highlighted predesign work for a downtown library, bid activity for a treatment center, completion of several resurfacing projects (including Dowling Road and sections of Lake Otis), and Phase 2 work on the West Anchorage snow‑disposal site intended to provide winter operational capacity. The department also noted progress in traffic projects, including 14 miles of neighborhood greenways completed this summer and the near‑fill of a long‑vacant traffic signals manager position.
Chad Stovall, standing in for ACDA leadership, said ACDA reached contract terms last week with Visser Construction on a micro‑unit housing project and expects site development and weekly contractor meetings through a Nov. 15 completion target. Stovall said ACDA plans to draft an RFP for the Denali RV Resort project in October and is launching a downtown reinvestment program funded by modest parking‑rate increases. He also said platting for multifamily development on the Fireweed property should be recorded later this month.
Member Constant raised concerns that downtown meter charges being collected appeared substantially different from approved fee schedules; Stovall said ACDA would follow up with details and contact Constant’s office. Member Brawley asked about pothole problems in Spenard Road; Public Works said a small pavement replacement project is being considered and staff will follow up offline.
No formal committee votes or motions were taken on these items during the meeting; staff committed to follow‑up reports on third‑party plan reviews, ACDA property inventories and more detailed cost breakdowns for items raised during the session.
