Leslie said auditors’ adjusting entries, changes in how capital was recorded and transfers from general and drainage funds to capital drove the amendment; she identified approximately $347,000 moving from general and $500,000 from drainage connected to the Kohler stormwater extension, along with recording proceeds from property sales and insurance. Staff recommended adoption and the council recorded a unanimous 7-0 vote to adopt the amendment.
Public safety facility update: Chief (Speaker 14) briefed council on a June 5 kickoff with architects and described the process and a high-level timeline: 90–120 days for pre-design/concept work, roughly eight months for design with a later 2–3 month bid period, and approximately a year for construction once the project is out to bid. RFPs for the construction manager at risk were issued to four firms on June 5 and are due July 1; the committee will interview respondents and select a construction manager.
Parks and wading pool: Ken (Speaker 13) reported a leak at the Big Spring Park wading pool — a broken water line from a meter box to the pump room — which staff found and repaired. Parks staff described exploring a 3–5 year refurbishment plan that could include playground replacement, new restrooms, and potentially a splash pad; they will bring a plan to the parks board and then to council. Speakers emphasized the pool’s historical significance while acknowledging future capital needs.
