Ruth, representing a workforce and anti‑poverty organization, told the panel her group focuses on keeping people out of subsidized housing through training and follow‑up services. "We really wanna see less housing and more prevention," she said, describing a new center for workforce excellence and a recent computer‑lab ribbon cutting that drew community partners.
Jamie Lopez, a coalition member who said he experienced homelessness, urged the city to address data gaps and hotel exclusions that leave people without options. "There should be some sort of an interim appeals process and review," he said, citing cases of people barred from hotels and the need for better HMIS tracking when clients go inactive.
Several commissioners asked staff for an update on winter outreach and the sanctioned‑camping task force work (cited in the assembly record AR 2023‑188 and S1). One commissioner said the HAND Commission should consider making a statement or resolution on the city's current shelter strategy and procurement approach, particularly given recent multi‑million dollar temporary shelter investments.
Chair (Speaker 1) also announced that the HUD secretary will visit next week for roundtables and site visits in Anchorage and rural Alaska and that Project Homeless Connect is planned in September. Commissioners agreed to add winter outreach and sanctioned‑camping follow‑up to the next agenda.
