The Neosho City Council unanimously approved a string of voluntary annexations and a rezoning request intended to bring utilities and select parcels into city limits.
Staff read and recommended approval of Bill 2025-42 to annex a stretch of rights-of-way along Business 60, including land needed to incorporate the city water plant at Kentucky Road; Richard (Speaker 7) said planning and zoning recommended the annexation and that the aim is to annex and maintain the city asset. Council voted 7-0.
Council also approved Bill 2025-43 (Wiltham LLC, property near 1120 Peterson Road) and Bill 2025-44 (Nathan and Jeanette Froedge, 14990 Mallard Drive). Richard told council both items had P&Z recommendations and that property owners sought annexation to obtain utilities; both measures passed 7-0.
A separate voluntary annexation, Bill 2025-45 (Skipmark LLC, southwest corner of Hwy 86 and Gateway Drive) passed 7-0, and the council approved Bill 2025-46 to rezone that newly annexed parcel from R-1 to C-3 commercial at the owner's request with P&Z recommendation and staff support.

The rezoning decision sets commercial zoning where a buyer required that classification for future sale or development.
Details: For the Business 60 annexation, staff described the legal boundary (north city limits at Hickory Creek to about 850 feet north of Kentucky Road) and said the action was the first step to include the water plant in the city for maintenance and jurisdictional clarity. For the Peterson Road, Mallard Drive and Hwy 86 parcels, P&Z recommended acceptance in each case and council approved each measure by roll call (7-0).
