CSD reports 2025 HUD action plan on track; micro‑unit pilot selected for Tudor/Elmore site

"We will be probably about a week ahead of our deadline," a CSD staff member said, praising internal progress and singling out staff support. The office said upcoming request‑for‑proposals (RFPs) will target several program areas, and that staff expect to reallocate some prior‑year funds (described as modest pots potentially in the low hundreds of thousands) to projects that did not proceed or came in under budget.
On a housing pilot, staff said the selected bidder would construct 24 micro‑units at a municipal site near Tudor and Elmore with space to expand to 32 units if additional funding becomes available. The parcel described is a paved, fenced strip near a motorcycle school and auto storage; access is expected off a small street from Tudor and on‑site parking is not planned, with transit access noted as part of the site selection.
Staff urged grantees to submit weekly client numbers to help allocation decisions, noting those data are necessary to estimate how much assistance will be required after the federal emergency rental assistance program ends Sept. 30.
An operator RFP for the recovery‑residence model will define resident eligibility and service expectations; staff said proposals will clarify whether units will be limited to current program participants or opened to new applicants.
